***The Business Analyst requires all work to be conducted on-site in Annapolis, MD. Remote work will be considered.**

Education: Bachelor’s degree

 

Qualifications:

  • Five (5) or more years Business Analyst experience with the Courts.
  • Five (5) or more years of experience with RTM-Requirements Traceability Matrix.
  • Familiarity with the Maryland Court, Maryland Rule, and their policies.
  • Five (5) or more years of experience building requirements that have assisted in developing an RFP.
  • Experience creating an Architectural Diagram.
  • Experience with Online Dispute Resolution (ODR) cases and software.
  • Excellent verbal and written communication skills, as well as coordination and organizational skills.
  • Understand current and emerging IT products, services, processes, and methodologies, along with a continuing understanding of the business function and process.
  • Five (5) years of experience with the each of the following:
    • Requirements elicitation and definition
    • Requirements planning and management
    • Gap analysis
    • Documentation
    • Conducting feasibility studies
    • Preparing business cases
    • Solution assessment

 

Duties:

  • Gather and document the current environment and processes used to manage the case types mentioned above.
  • Facilitate requirements gathering sessions remotely with agency personnel. It is estimated that there will be up to 50 stakeholders that will need to be engaged, as a part of this process. However, the agency is open to group sessions, to the extent practicable.
  • Document functional, technical, and security requirements for an ODR solution for the case types mentioned above.
  • Identify and document business processes that may be affected by ODR for the case types mentioned above.
  • Identify and document policy, Maryland Rule, and statutory changes that may be affected by ODR for the case types mentioned above.
  • Using guidelines from the Agency Procurement Department, develop a comprehensive Request for Proposal (RFP) that includes both functional requirements and technical considerations, which will be used to solicit and procure an ODR solution.
